The only rules in SpamWatch are the ones you specify. Rules are normally used to bypass the default behavior of SpamWatch.

An example of a rule would be ensuring you receive a friend's email. For instance, if your friend's email are going to your Spam folder you can enter your friend's email address as a rule and specify "Inbox" to ensure these emails go to your inbox instead. This allows you to use the SpamWatch filtering service and ensure your friends emails are not affected.
